As far as ganking people who are just trying to level up or complete tasks, no that doesn't exist. There's also PvP specific events that turn into bloodbaths. I recommend trying them.
This is also why the Starchrom shop is designed the way it is, reasonable banner rates with hard pity along with buyout option.
If so then why am I on a PVE server ?

Article 17 titled "Prohibition of Forced Fighting" Which bans open world pvp from video games made and hosted in china. The same casuals demand that games have "catchup" mechanics through an ingame cash shop, and lower difficulties to accommodate to "less abled people". Ive said it for forever: Casuals ruin everything. The left destroys everything it touches.
