Do you have the option to kill people to cycle to your turn faster? Sure, if you can manage it, and if there's anyone even there to kill (nearly every time I go I'm the only one there). But even then, someone usually gets the other guy and it cycles to your turn for a few rounds of currency. Heck, you can AFK the event and still collect at least some of the rewards.
If you are talking about the jellyfish woman - you do know that the mods she sells can be found via pve ?
Even PVE servers generally have some sort of PVP activity baked in it - check every MMO ever. The difference is that in PVE server you can completely ignore the PVP.
My only problem is why the heck does the bike skin cost like 10000?

[Gameplay Updates]
Every night a Rosetta transport truck filled with Sproutlets will appear on the highways of Red Sands. Metas near the truck will activate PvP to obtain the Sproutlets by either ramming the truck with vehicles or picking them up.
*There will be no Durability loss or gear drops in this mode, allowing players to embrace the exhilarating highway chase without any consequences. Enjoy this feature to your heart's content.
*This feature will be available in both PvP and PvE scenarios.

Yes, legendaries can either be bought by saving in game currency or by gacha using such currency if you feel lucky. AFAIK, there is no way to pay for that either unless I'm not looking hard enough.
NOTE that says nothing about legedaries being locked behind pvp
60% my playtime doing quests, 20% spending time trying to make a purge base (to defend against some waves of creeps - for the wish machine currency), 20% roaming around unlock tele spots / towns, occasionally took some screenshot because the sceneries.
So...why the hate may i ask? You can have legendary stuffs by just doing pve stuff, and having fun while doing that also.
