how do you build this? i picked in my level 20 specilization but i dont see how do you craft this?

It tells you. You build it at the Synthesis Bench that you unlock with the improved grenades.

it didnt tell me on the description where you build it

i just crafted synthesis bench and i dont see portable turret in there to craft? do i need get blueprint first or what i dont understand look i picked this specilization when i got level 20 can somone tell me how do i craft this?

its a bonus for portable machine gun turrets. it will be a extra affix it has its not a different item

probably by unlocking the memetic related to it i would imagine the one thats locked in the screenshot
