Problem with Explore Harborside side quest.

Anyone else having this issue and have a workaround? (EDIT: Figured out how to get it to work, had to let her attack me first, then 2 shotted her. Apparently I was just killing her too fast.)

The Harborside Elite (Umbrella Lady) does not give credit toward the Defeat Elite Enemies portion of Explore Harborside side quest. To my knowledge, she is the ONLY elite in the area. I've killed her three times, no credit, no loot drop. Once was a FAR off sniper shot, figured ok, maybe she hadn't fully spawned or I was too far away to receive credit. Second time I shot her from bow of nearby boat. No credit, no loot. Third time I logged off/on, teleported to my home, drove back and killed her. No credit, no loot.
