"Eliminate 1 Elite while riding a Vehicle"

Who do I need to kill in this quest? I've already killed a dozen elites while riding a motorcycle. Different elite mobs. Can you somehow clarify who exactly and where? Several of my friends have abandoned this quest because they don't know how to complete it.

I got it by shooting & killing an elite while sitting in my car.

Get in a truck, sit in the passenger seat and kill by shooting out the window

yeah, got to sit in a car to do it. A motorcycle is to open a fee and has a soul to full of happiness and joy to complete a killing quest .
