PVP descrepancy

Power surge is ridiculously overpowered; I was wondering if anyone know's if I can accomplish a similar output with shrapnel, frost, blast or burn modifiers. I love my shrapnel AR, but it doesn't dish out the DMG like power surge does. I've seemed to have tried everything except for getting premium armor. Perhaps I'm not understanding how to synergize... any advice would be greatly appreciated!!
