You can hide player created whispers in your settings. Not sure the exact path to do so but it's on one of the settings page near/at the bottom. I've found that 99.9% of the player whispers are pointless and useless, so turning them off, you lose nothing of value.
You can't turn it off, even if I turned off every sound complete, SFX, dialog, music, EVERYTHING, the annoying noise is STILL there! WHY?!
When I took it upon myself to hunt down all 113 Morphic Crates, I found that the whispers were often in the way and useless. If you can't pay attention to a blinking light, then you don't deserve to find the crate.
