If that's intended, that's ♥♥♥♥♥♥. It forces you to learn BPs you don't want, spending a resource along the way, to advance loot.
If you get fragments for "agent" armor (for example), you can choose to unlock any part of the armor: head, chests, boots. Each unlock will cost a certain number of fragments per piece you buy. You should get enough fragments to unlock the whole set. Each set only has 4 buffs, so you only need to wear 4 parts. Having the full set unlocks more potential to mix and match with other armor sets, or special individual items.
On each specific weapon or armor set, you'll see a word across the background, like "huntsman" or "juggernaut". You can use fragments of the same class to upgrade another blueprint of that class. So the long axe melee wpn is Juggernaut, and so is a HAMR-crumble heavy caliber sniper rifle (that sets things on fire). You could choose to use the fragments of either one to upgrade the other. But you then could lose out on being able to unlock it this season. Future seasons might reintroduce the same sets and weapons, or new ones. I'd recommend unlocking the basic version of all the items, weapons and armor.
After that the next thing to do is "calibrate" your weapons, which means upgrade them. Increases damage, and other stats. There's also 5 tiers, each tier being much better then the last. Higher tiers require special materials you'll only get from new areas.
