No ciphers in season 4?

I can't believe they decided not to reward any ciphers for season 4 goals and challenges. This makes NO sense. They did it for every other season but all of a sudden they stop? I have 150 hrs in the game since launch on day 1. I have nearly all elements of the game that I want at this point except to finish the memetics tree under the building tab which appears to have the most items to unlock on tier 5 of any memetics branch. I can't unlock any new building options because they decided to not reward any ciphers this season. This translates to me and my friends NOT playing because there is only so many monolith and silo runs you can make repeatedly before it's not fun anymore. And even the new Pro mode is damn near impossible without a full 4 man group because the mobs are 60 and we are locked at tier 5 level 50. I don't understand this logic either.
If I can't improve my building at this point, there is nothing for me to do in game. My 4 man friends group have dropped by half already and myself and another friend are stopping now as well. We'll see what happens after 9 days 9(next season) and/or the upcoming server wipe...

There are a lot of hidden/rewards memetic ciphers in side quests. I currently have everything in game unlocked and have extra ciphers. And my server is only on week 3.

Wait really? Have you completed every side quest then? I thought I wouldn't be able to unlock everything.
