Is Dr Teddy available on PvE servers? I asked in a couple of places and people keep telling me it's a PvP deviant.

They said Pyro Dino was a PvP only deviant, too. But, I've got one on PvE.

Where do you get the Teddy? I haven't even come across anyone that has him on my server yet so I don't even know what he looks like.

Yes. I am on PVE and got it after about 15 runs

it can drop at bonusboss in Silo Theta i have 2 from it in normal mode (Phase 2) on spawned (so you had to catch it) and once it was in the lootcrate ( i did it without bonusloot that time)
so it is farmable even without controler

I can confirm this, I got Dr Teddy from Theta side boss without a controller. World drop was an Enchanting Void, and got Dr Teddy and Enchanting Void from the boss crate. So 3 deviant drops at once
