How to upgrade Blueprint?

can someone explain about blueprint fragment,
how to get KV-SBR-Little Jaws BP for upgrade weapon?

You can get most of the weapon/gear blueprints from Wish Machine. But you can also get it by opening Mythical Chest. But AFAIK, Mythical Chest will not respawn and only server wipes can clear them.

the jaws you get that from the wish machien.
goto BP's right the bp and updrage it.

we only allowed to buy 1 bp at wish machine, so we waiting to wipe server ?

You can also farm the mini games. Target the one that has the BP class you need. Dump 10K into that mini game to get bonus prize.
