there are a few reasons you might have higher cpu usage and lower gpu
1. a game is CPU intensive and relies less on the gpu. examples are overwatch, valorant, csgo, which all can run on potatoes and don't require discrete gpu. Games optimized like such are made to hold as large of an audience as possible and allow people to smoothly run a game even if they're poor and have lower end systems.
2. your system has a bottle neck somewhere.
you should aim to have 100% in most games. 99% imeans your gpu is generally running as fast as it can, and using it's resources.
