Rift Anchors Level Locked

I like to go places way outside my level. Came across 2 Rift Anchors that state I cant access them. Are they level locked or is there something in that zone I must do before they are available?

The ones that have the purple goo around them have something in the area you have to do to unlock them, the ones that say "Rift Anchor Unavailable" are outside your level. POIs have level ranges in 10 level increments if I'm not mistaken.

only area it told me to turn back on was the lvl 30 area. I did alot of base grinding and needed iron you can get it in the lvl 20 area. I beat two rift anchors still tells me to turn back in the 30 area. im lvl 22.

Beating bosses in the monoliths will give you access to anchors to the next area. Each area have a player level tied to them also to help you figure out your next step.
