100% CPU SOLVED
In my case, I have a Ryzen 7800X3D and a GTX 4080.

I resolved it by lowering the FPS in the graphics options from unlimited to 120 FPS.

I didn't pay attention to that option because, in most games, if you enable VSync, the FPS setting no longer matters. In my case, my screen is 144Hz and the game was running at 144 FPS, but for some reason, the processor keeps trying to push the FPS as high as it can. Therefore, the CPU goes to 100% with the resulting problems.

Don't be like that. He provided a solution that functionally works for many people. You would be surprised by just how many people don't understand how certain tweaks impact their component utilization. I see it everyday.

With VSync activated, the unlimited fps option should be irrelevant but it is not.

I'm not an expert but I can defend myself. But reading many posts on the subject it seems that the problem is mainly with the 5800x3D and 7800x3D.

What can I do about my 3070 being at 100%?

Does nothing for me when it comes to temperature, neither 120 setting, which I already had active, nor V-Sync from the game, the temp goes to flat 88-90 degre the second you are ingame. It's not even anything special that must happen like weather or enemies, it's immediatly and stays there. Only if you don't move for a minute and don't touch anything then it goes 10 degrees down, until you touch the mouse and it's up to 90 again.

what processor do you use? I understand that the temperature rises because the processor is at 100% almost all the time, is that correct? Have you tried lowering the FPS to the minimum?

I have an i9 9900k that idles around 48 degrees and usually goes up to 86 degrees at maximum for any game i've ever played on ultra settings. I have a huge case and fans galore. After 20 in of game play i'm hitting over 91-92 degrees. Something is wrong with this game! My 3070 is also hitting 90+

well... if you play with gsync, you always deactivate vsync ingame. i think the most people do that.
i am personally not using vsync over 5 years now

my cpu max so far has been 61 C
gpu max 77C (at different times)
cpu 100% always cuz its ♥♥♥♥ tier
use HWinfo to track them better. https://www.hwinfo.com/
That doesn't solve your problem obviously but it should give some insight. The rest is up to you with settings changes.
