Outside Season server, will i be able to matchmake with other players in our own personal servers?

There's no such thing as a personal server. There are only PvP servers and PvE servers, and all of them are seasonal.

If you're talking about Eternaland, that's not a server you play the game from. It's just a private instanced area where specific items you carry with you from season to season are stored. You can build there for fun, but it's not like the base you build out in the actual game world. You can invite friends into your private instance to have pretend parties with.
