Will both PVE and PVP Servers all be instance based on launch?

sounds like there is not much difference between a pve or pvp server really

I think the big thing is PVE will be players that won't want to PVP often. I have characters on both and it's hard to PVP on the PVE server unless it's an event. On the PVP server people want to f@#k you up constantly....so there is that. 🤷
