As others said already, it doesn't. Generation Zero has this mechanic, where you can play offline alone, and if you ever feel like being social you can go online and share your game session so others can join, though the world and all its changes belongs to you, and you can kick out players whenever you like.

Taking in account they're just implementing what is closer to 'permanent servers', doubt we will ever see an offline option, but this might be the closet to what you want.

These are private servers. What Elixir is talking about is Coop where YOU are the server. It's possible in Conan Exiles (and I asume in DUNE soon) too.
Here's the difference: You have to pay for these games. You are basically asking the dev to give their stuff away for free bc for what reason would you buy any skin? You could mod.
