Long answer: In game, each character's orbment has a piece of equipment called its "Holo Core," similar to Master Quartz from previous games. There are many different Holo Cores in game, and they can be replaced to modify characters' stats. Each Holo Core also has a different voice, and it will play voice clips in combat when characters are doing things like targeting enemies or selecting arts. The "Voice Set" DLC gives you three new voice packs that you can set on your Holo Cores instead of using their default voices.
