This isn't revealed in this game. At least one suspected person explicitly denies having sent the letter, and Van & co. believe them, but who did send it is still unknown by the end of the game. Presumably this will be revealed in a later game, either Daybreak 2 or Kai.
Zemurian people using codenames aren't very creative. There are no less than three different people in this series who use the codename C.
Cold Steel 1's C: Crow Armbrust
Reverie's C: Rufus Albarea
Daybreak 2's C: Dingo Brad
Have to admit, I don't really "C" the appeal of this codename.
