This isn't revealed in this game. At least one suspected person explicitly denies having sent the letter, and Van & co. believe them, but who did send it is still unknown by the end of the game. Presumably this will be revealed in a later game, either Daybreak 2 or Kai.

Ah, I was taking my time with this game and then got distracted by another game. So I haven't actually finished it yet. Almost to the start of the Final Chapter. So they really went and used the name C a third time?

Yeah but in the end no clue who sent so maybe wait for next game or something.

Since Ruffus and Lapis will be on this arc too, I suspect C is Ruffus. But, then again, it's an alias that can be easily taken for anyone, so we'll have to wait next game(s) to see.

"C"'s identity isn't revealed here, but they appear again at the end of Kuro II and you can see their silhouette then

Which one do you mean?

Zemurian people using codenames aren't very creative. There are no less than three different people in this series who use the codename C.

Cold Steel 1's C: Crow Armbrust
Reverie's C: Rufus Albarea
Daybreak 2's C: Dingo Brad

Have to admit, I don't really "C" the appeal of this codename.
