If it is bought off of Steam, it could be a bad download. You may have to remove the downloaded installation files and try again.
Other things that could cause this are missing or outdated runtimes. Always make sure Windows is up to date, and you have installed the following essential components for many games or their installers, and ensured they are up to date:
MSXML 4.0 (may not be necessary on Windows 7/8/8.1)
MSXML 6.0 (may not be necessary on Windows 7/8/8.1)
Microsoft C++ 2008
Microsoft C++ 2010
Microsoft DirectX 9.0c End-User Runtime
Microsoft .NET Framework 4 (usually is pre-installed on Windows 8/8.1, may be pre-installed on Windows 7)
Some antivirus programs and third party firewalls can disrupt installers, disable them temporarily, making sure to re-enable them after installation.
Some installers are fiddly and may complain throwing up a 'files not found' error if the installer is run from a disk other than the system disk or a CD/DVD.

I am running the game on a Mac. You don't run it directly. You have to install both Steam and then the game, under an implementation of WINE.
The one I use is Wineskin. http://wineskin.urgesoftware.com/tiki-index.php
It can get a bit technical, and can take a while to configure the bottle properly for the game, but it works.
I configured the bottle using Winetricks to install the following components:
MSXML 4.0
MSXML 6.0
DirectX 9
Microsoft C++ 2008
Microsoft C++ 2010
Steam
Then I was able to install South Park into the bottle. SteamGuard will treat the WINE bottle as a seperate machine, so you have to allow it before you continue.
Make sure to delete the reference to the system disk's root level, by deleting the "Z:\" 'drive' from the bottle using winecfg. The one thing we don't want to do is to give Windows apps access to the root level of the system disk.
