Steam don't put this kind of stuff on games just because they feel like it.
Exchange rate.
Game pricing is dependent on exchange rate, not average salary rate.
SEA gamers are not paying in local currencies as it is not implemented yet. The price is exactly the same as US. Even Australians are paying in USD for Steam games because Steam have not implement local currencies for Australia.
Please quote me a law that requires all Steam games sold in SEA has to be region locked to the region.
This looks like Steam is doing this because they felt like it.
