If you can't read that, it basically says they have no plans to release the game in Japan at this time (so if it does happen, it won't be for at least 3 to 6 months, will be cut, and most likely won't be on Steam).
You will have to get the game via someone overseas, such as a relative in the UK.
Did not pass the required amount of tentacles needed in a game.

The implication is that there is no release planned (but that may change). They also say they will pass on comments to the team that decide such things -- although of course that means little most of the time.
Yes and no. There are very few things that MUST be cut in games. Those being: decapitations and dismemberment of human like characters*, certain references to the nuclear bombs, and depictions of genitalia.
That said, most publishers will now also censor excessive gore, some animal mutilations, some forms of pornographic content, and any other content they may consider to be a touchy subject at the time.
However, this is generally in regards to console releases only. PC games do not require censoring as they technically don't require submission to CERO for rating (especially when sold digitally).
So while Fallout 3, Tomb Raider 2013, Deus Ex Human Revolution, Saints Row The Third, Saints Row IV, and so on are censored on consoles, they are 100% uncensored on the PC. And while Dead Space is not available on consoles (was never submitted to CERO) it is available on PC via Origin.
Thus, it would be very likely that the anal probe scenes would be censored on console *if* South Park were released here, but that same cut would not be needed on the PC.
Delay / Never-Release in Japan is commonly rampant, and plenty of game is not available for some reasons. For example, translation problem, relations of rights, intence violence, to fit a schedule with PS4/Xbox One/Wii U,and so on...
No matter what they would say,in Japan, if it has occured, almost games on Steam will be not release ever, or release few months later with too much expensive price and some limitation.
For instance, Dark Souls II, it's released at 49.99 USD for overseas, but for Japanese price is at 79.99USD (today it's priced down at 79.00USD. -0.99USD lol).
In addition, Tomb Raider 2013 was available at first, but SQUARE ENIX is decided to get rid Japanese language file and updated for one hour, and then released Japanese Language DLC in 30.00 USD(today it's 10.00 USD).
Plus, SEGA is not selling for Japanese with no reasons. Korean, Chinese, Taiwanese and many Asian countries people can buy SEGA games. BUT Japan is not. It's horrible.
We Japanese called it's Omakuni(おま国, meaning shortened of "We never sell for your country") or Omane(おま値, it's shortened of "We sell for your country but it's more expensive price"). Some one called it is domestic racism because that prohibitation has been decided by Japanese publishers.
Anyway, if you want to buy some game from Japan, use VPN(IT'S TOO LISKY BECAUSE OF TOS VIOLATION) or escape from Japan.
But some shops will allow to purchase at completely fair price for your billing address of credit card luckily.

I have to say, i never thought something like that can happen to Japanese People too. I mean, there are a lots of awesome Japanese Games too, like Yakuza 5 or J-Star Victory VS(but i will Import J-Star Victory VS for Sure!! Even if i don`t understand Japanese, i want to beat the crap out of Son Goku with Tusnayoshi or Kenshin!!!), i would like to see in the West, but they`ll never come out. So it`s a interesting(and sad also) Fact to know. But that Omane sounds really drastic, to have to pay much more to play the Game on your own language...

Japanese people in Japan cant buy SEGA games in japan? huh? But SEGA is a japanese company. And isnt there a black market for pirated games? Also you can buy Japanese games out of Japan, they are Chinese copies or Korean copies, pirated but still.
OP is getting screwed by the company why should he go out of his way to get the game by buying it from out of country.
OP should find other means which is to get it for free
