However late game most things you'll fight have obsurd amounts of armour. Now the way armour works I am not sure of 100%, but I think it's 1:1 for reduction. So 1000 armour = 1000 less damage on your attack.
How this ruins the diversity is say you hit 300 on a 250 armour target. Each BASIC ATTACK is going to do 50 damage. However say your weapon can hit 5 times, that means you'll do: 300(5) - 250(5) = 1500 - 1250 = 250 damage in the end of things.
Now say you chose to power attack, you'd do 1500 damage flat out as one attack, therefore taking ONE reduction, hitting 1250. Or at least close to it given there exist other factors I'm sure otherwise the only way to play would be "Always power attack" given it would do the same damage as basics which I doubt would be overlooked.
The basic idea is that late game, you will ONLY be using power attacks if you have a one hander unless you shred all their armour. Otherwise, have fun hitting 1's against bosses with 50k+ life.
