Does it give error message?
NEVER EVER _UPGRADE_ a OS. Always do a clean install + latest drivers.
After the clean install of windows 10 (C:) i installed steam on my D: drive where my games got installed when i had windows 8.1.
Maby if i re-dowload the game wil work again.
Try deleting the game and reinstalling?
FYI Straight OS upgrades install over the previous OS and can cause issues... it is always best to do a clean install. (Ignore this last part, I just saw your comment that says you did a clean install)
Something is corrupted on your end You have to do the troubleshooting to find it. Try defrag?
If you are still having issues then you have something corrupted. If you did a clean install and you have the same issues, then you didn't do a clean install. FYI the reset option is not a clean install. To do a clean install you have to download the ISO, put it on a USB drive or disk and do a boot from said source. If you do not do that, then you did not do a clean install.
However, for those of you who can't run games in Windows 10, please try;
1) Running Steam in as an administrator.
2) Do a clean install of your OS as Revelene described in the post right above this.
3) Do a fresh install of both Steam and SPSOT.
4) Try the game with no conflicting overlay programs (things like MSI Afterburner, Raptr, TeamSpeak, etc).
5) Do a fresh install of your video drivers.
