Nagasaki doesn't work in Vancouver

Whenever I try to use the Nagasaki on this wall, nothing happens. I pull the right stick down, then push it up and hold it while looking for the frequency with the left stick, but the wall doesn't even start shaking. I already used the Nagasaki to destroy the boulder in the Catacombs of Quebec, so I know how to use it, but it just doesn't seem to work on the wall in Vancouver. What am I missing here?

You don't need the nagasaki on that wall, just attack it with your weapon.
