Just looked again and yes, it seems SoT is included with FBW. Couldn't verify that on the store page, but could've missed it in the description somewhere.
Unless you like having extra copies of games you can literally do nothing with.
Steam doesn't let you gift your extra copy, unfortunately. Stupid, I know. I would even consider giving away games for free to total strangers in these situations! But alas, Steam dictates we don't get extra copies of games we already own that come in bundles.
It is included with the base game. I just bought it and confirmed. After my refund of course.

A question to be answer by Steam, unfortunately. Apparently they're just too busy to complicate their system to account for duplicate copies. A more likely reality is they prefer the inconveinience because some bean counter somewhere concluded if we have more options to trade/gift they'll make less money.
I purchased Fractured But Whole on Steam and received a free copy of SoT.
