Alternately in Steam, go to Library > right click Sonic Adventure 2 > Properties > Local Files > Browse Local Files > open redist folder > open Directx folder > run DXSETUP.exe
You can also try this guide for other fixes. Unfortunately this game installation had something happen to it a year or two ago that really messed it up, and Sega will never come back and fix anything. It just doesn't seem to jive with certain newer hardware.

Make sure your sound drivers in windows are set to "16 bit, 44100 Hz (CD Quality)" in the sound control panel. I have a DAC and I usually have it set at the highest possible quality, but I've found that some games are not coded to handle uncommon audio driver situations. DOOM 2016 also bugs out.

By any chance are you using a Dualsense controller or some other device with a speaker? I noticed that for some reason the game separates the main BGM and some SFX channels so that if the playback device changes, it only ends up changing one of them with the other left on the previous speaker.
So if one of the speakers is turned down or not usable, the sound from one of the channels may be missing. I don't know of a complete solution but it's worth investigating.
