I think it's possible to find abandonware copies online or used physical disks on Amazon. You may need cracks to get it to work on windows 10 however: I can't remember if this is true or not but I think Heroes was one of those games using outdated DRM (possibly SecurROM?) that isn't compatible with Windows 10. I have the Sold Out software version on disk from back then.
The old PC version is most likely an early version even since it’s bugged and the final boss seems to have missing textures if you compare appearances
The GameCube and Xbox versions of Sonic Heroes both run at 60 FPS as far as console releases go, but the Xbox version apparently has higher quality FMVs compared to other versions. It's only the PlayStation 2 version that runs at 30 FPS and sometimes struggles even running at that, even with the downgraded graphics.
So it’s either Gamecube for better shaders, or Xbox for better cutscenes

It's Xbox and PC for me, the latter because Xbox doesn't let me change the game language without changing the Xbox BIOS language, which is a problem that Shadow the Hedgehog and Sonic 2006's Xbox versions have as well.
Sega better remake this game .
