That was likely an answer to OP's claim that MGS2 and MGS3 both ran at 60 FPS on PS2. MGS3 ran at 30 FPS on PS2.
But yeah, I think if we could run the game at a variable frame rate it would become playable in more modest computers, like my old ThinkPad which only has integrated graphics and can reach between 30 and 60 FPS but can't hold 60. A PS2 era game should be playable on a toaster imo, most PC versions of games that came out in the PS3 era are quite playable on old computers with integrated graphics by now.

Metal Gear Solid 3 on PS2 was capped at 30. So it definitely didn’t run at 60. In fact it dropped to 15fps in intensive scenes.
