Same I tried mgs2 and mgs3 and both are sped up to a degree tha's unbearable to play and watch.

What graphics card do you have? You need to turn on your VSync option in your NVIDIA Graphic card settings. I'm not sure the what the AMD equivalent is for it, but that's how I fixed my issues with my 3080.

frame lock to 60 in nvidia control panel this is what happens when you try to make games run at a frame rate they weren't designed for

Something similar happened to me, when I started the main menu it was set at 144fps like my Hz on my laptop, when I started the game it opened in window mode at 144 FPS.

My solution was to do ALT +TAB or Windows Key + TAB and the screen tried to go to the desktop and after 2 blinks it returned to full screen at 60 fps! ( my card Nvidia rtx 3050ti)

After restarting my PC, it starts at 60 fps as it should.

Tbh, if you do not even know how to cap the fps on PC, then perhaps you should not play games on PC. :steamfacepalm:

Not everyone will know how to do that instantly, I am sure you didn't know everything about a PC the moment you got one, stop being "that guy".

I agree, and it's not like it's a secret how to do it, we have internet so a quick search should be enough to find the answer.
