No licence means it's for a different region (The EU version of the game has the NA game be optional and vice versa). You don't need it.

All of the versions of MGS1 have input lag (the game is just like that). The Pal version is slightly worse. If you are running the US version in the collection, you should be running the 30hz version

Yeah, I tried it too and it just keeps saying "No license"

Can confirm that NA got the Euro version of the game, and therefore don't have licenses for the NA download. But I can add Euro as DLC even though I already have all the content.

Hit both LB and RB in gameplay to bring up the in-game options menu. You should be able to set it to full screen in there. Or use ALT+Enter.
