He is right, I think however people are talking about hte map on the bottom right in zombies, which is un selectable, *not nuke town 2025*
Nuketown is an entirely different map you select on the globe. It is available if you bought the Digital Deluxe Edition, the Season Pass and will soon (April 12th) be available on it's own for 5$

Nuketown Zombies is a different map and yes, you have to buy that.
