If you think you have enough bandwidth, then make sure on both computers have everything setup correctly, check windows firewall to see if Steam is set to home/work network and not just public, it's been known to be set to just public.
You need to check your router and either use port forwarding or put your router in the dmz. I use dmz.
You also may need to stop your IP from changing. Either use a static IP or simply put your IP address in the routers DHCP Reservation List.
Because I use FIOS, my modem and router are one device, so the DMZ will only let me set it to one IP address/computer. However, using DMZ did not put my NAT to open, but it's worked for others. I had to use port forwarding for 3074, then set the other PC to look at 3075 as if it was 3074 since you can only have one port open per PC.
I have a combo also, I can set dmz to the whole network or individual computers. My combo automatically sets all my computers with there own IP so it reserves them for me.

And my FIOS router is very basic when using DMZ. I can set one PC to it, that's it. However, it does set up the IP's so I don't need to do static. But even with the DMZ enabled on one PC, it didn't open the NAT for it.
If your NAT is not open then you have a windows/router firewall issue or your IP is changing. If your IP address is changing then just set it in the routers DHCP Reservation List. If your router does that automatically then that is done.
Something must be wrong if you have comp is in the dmz but then need to use port forwarding. Your ports are already open using the dmz.
Forward ONLY port 3074 to first PC and port 3075 to the second PC don't use the other ports and don't forward the other ports to the PCs.
