Don't use wifi, don't Skype, don't use Youtube, stream music or movies while gaming. The bandwidth option in the game refers to your upload speed. If your not at 800 Kbps, you could have issues disconnecting, especially if your the host.
For the router, NAT is typically causing the issue. Make sure your NAT is open ingame. In the router make sure your NAT is turned on, you may need to stop your IP from changing, put your IP in the routers DHCP Reservation List. Might need to also forward the games ports or put router in the dmz.
Windows Firewall for Steam should be on your home network unless you have it setup for something else. Majority of people will use a home network.
6-10 mb is for download, unless your upload is 6-10 mb which some are but most people don't get that due to ISPs charging out ragious prices. Alot of people forget that there is download and upload, the bandwidth in BO II options is for upload as upload is what is needed to play/host in the game.
There are several errors that BO II have, the logging in error is typically when Steam goes down. Whether it's the servers or for maintenance. I can confirm this as I have over the past few weeks have had friends on and we all lost connection to BO II servers, Steam goes offline. We try to get back into Steam but says you can't connect check internet connection. It will say retry and something else, if you retry you have to login, it won't help you any, still never works. Sometimes you can restart your computer or disconnect your router for a minute. It may help but it doesn't always, depends on Steams servers of how long they are down. It can vary from a few seconds/minutes to 30+ minutes.
Even though I have internet access Steam acts as though I don't. I have heard it has to do with there always on connection but who knows. Steam is sensitive to your connection and if something interupts it, you lose connection. If your playing BO II that can suck cause there's a good chance of getting disconncted. Personally I think Steam is crap, at least when CoD is invovled.
Some issues can be fixed, anything game related no, as game is no longer supported/being updated.
Some issues are also just Steam related, that's on Steam to deal with.
If the boxes are already checked then windows firewall isn't your problem.
*if your using a paid service for your anti virus, you may not have access to windows firewall, you will then need to go into your anti virus software and see what it is allowing.
