Also modding/hacking the Game is a violation to the Terms and Conditions and can (most likely will) trigger a VAC ban on both Steam Accounts.

He only bought a license for his Steam Account.
If they want to play together, his Father still has to buy a license for his Steam Account otherwise it's still a violation to the Copyright Holder.
Just because he owns a Copy of the Game doesn't mean he can distribute a non-legit Copy of the Game to his Father/Family.
There is still no Splitscreen/LAN/Local Mode available on the Computer Version.
