So why does this game not have custom maps?

Custom zombies maps are always on World at War, or Black Ops 3. Never Black ops 1 or Black Ops 2.

So.... why exactly? What is it about Black Ops 1 and 2 that prevents custom maps? I don't get it.

There isn't a need for BO1 or BO2 to have custom maps when WaW already has hundreds of them. BO3 has custom maps because It was the first Treyarch cod game that looked vastly different in terms of graphics and mechanics. Technically BO1 has custom maps but people just decide to develop for WaW or BO3.

As for BO2, It doesn't have custom maps, but there are modded servers on Plutonium that can alter the maps and add stuff. Weirdly enough, MW3 has custom maps like NukeTown If you use Plutonium; Even custom weapons.

I was more or less wondering why it’s not possible to make custom maps in BO2.

Obviously yes lol. If it ever happens then it'll be through Plutonium just like MW3.

So let me get this straight. People don’t make them for BO2 because it simply isn’t worth the effort? Since both WAW and BO3 maps are easier to make?

Treyarch never made BO2 mod compatible because WaW already had It. Only reason BO2 can be modded now is because people wanted modded servers. If you go download Plutonium right now you can play extra survival maps like Diner, Underpass, Power Station, and Cabin; eventually BO2 might have completely custom maps but idk. I'd suggest getting Plutonium If you have WaW, BO1, BO2, or MW3, all four of those have modding capabilities to a certain extent through Plutonium.
