Just to confirm - is the game fully installed on Steam?

Sorry to see you're still having issues launching the game due to this.
To try and resolve this, can you please;
Navigate to the Ubisoft Game Launcher cache folder, by default located here: C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache
Open the cache folder and move the "ownership" folder to a safe location.
Once you have backed up that folder, delete the "cache" folder.
After deleting the cache folder, please verify the game files within Steam as per this guide.[ubi.li]

To locate a game key:
• In your Steam Library, choose the game from the list.
• Select the cogwheel icon on the right.
• Choose Manage and then CD Keys.
Please also note that the CD key option will only appear if the game is already installed or if the installation is started.
Alternatively, when first launching some older games, Steam will automatically display any key needed for further activation.

Sorry to hear you're unable to boot the game!
This error message is often caused when a player is attempting to play the game with a different Ubisoft account to where they originally launched / activated the game.
Please check for any other Ubisoft accounts you may have and try verifying the game's files[ubi.li].
If there's no change, could you please contact us directly via our Support Site[ubi.li] , Facebook[ubi.li] or Twitter[ubi.li], where we'll be more than happy to take a closer look and help you regain access.
When creating your case, could you please also include;
- Any alternative email addresses or usernames you may have used
- A screenshot of the following folder; Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache\ownership
