To get access to Moria and Legendry Items, u need to be, I recommend at least 48-50+.... You will get access to start Volume 2 and it will lead u of going to moria and to LIs...

So basicly start V2

And also V1 and Eregion should get you to 55+ and will give u a good ahead for starting unless u want to start Moria at 50.....

you can start the prologue to volume 2 (which gives you the title to use legendary stuff) as early as level 45 (more or less) by talking to the dwarf at the gate in the south-eastern part of Eregion (close to echad dunann). The quests in the prologue are not as difficult as Moria itself and can be completed with some care when you are about level 45. Then, it is wise to get some more levels, as already stated, before entering Moria.

Moria is a level 50 area. All areas of LOTRO can be accessed roughly 5 levels BELOW the target level. "Red Zones" can sometimes be acccessed but typically result in "instant death" -- try crossing the river from Eregon into Enedwaith! (Enedwaith is a lvl 60 area as I recall).

Personally, I'd grind a level or two in Northern Eregion, then head south to Echad Eregion - from there, speak to the dwarf outside the road to Moria and accept his quest - Volume 2 Proglogue.

Then you'll get access to legendary weapons etc. What class are you? It might help to grind some slayer deeds around and earn a few turbine points for use on your new legendary weapons ;)

Hop between all of Eregion and Angmar to get your levels up to 50+ and doing skirmishes will give you a lot of experience points as well.

Been playing since open beta, and I would concur that all the previous posts are excellent advice, especially if you are f2p.
