Does this MMO allow relationships with NPC's and having children?

um... you can have relationships with other players??? but yeahhhhhhhhh no....

Eh.... No.
And yes, you can have relationships w/ other players. You can "Adopt" them, so that they're marked as your child on your bio page. I don't think you can marry anyone or anything tho.

No marriage, no casual sex, no wild nights in Vegas (except what you roleplay and cobble together via emotes). But you can indeed have a "father/mother" and up to 2 "kids" through (mutual-consent) adoption. Doesn't do much besides being listed on your bio page and giving you "Mother of X" / "Son of Y" titles.

Besides the shocking proportion of pedophiles & pornographers, all trying to get your images to sell, and make money from your foolishness on LOTRO, there are also a large population of undercover cyber cops now trying to catch them!

Warner Brothers was notified several times about these perpetrators, and anyone who was honest & brave enough to report these abusers had their accounts banned, and all of their posts deleted on the LOTRO Forum, “To Protect LOTRO Profits” (and mostly so new players can't know the problems on this game, until it ruins their lives, that is...)

“Every little kid loves Hobbits”, and sadly the perverse must think there are lots of easy targets to be used, because of the image society paints of their wholesomeness; And that teamed up with “Warner Brothers hiding the whole thing”, every sick creature with an internet access has the corporate green light to go for it!

It is sad to know all this truth exists, because the game was innocent in face value (and somewhat fun), but “it is not a safe place to communicate on”!!!

Be warned! If the perverts don't mess with you, the police will be stalking about attempting to protect the community (undercover as players), to monitor & sniff out your motives.... (trying to sting anyone foolish enough to trust them and show interest)!

This is Not a safe MMORPG to bring your family to, or to chat with others on...
Be careful not to regret ever getting on this innocent looking game (or any other Warner Brothers/Turbine Game);
