There are a series of pages describing everything you need to know about plugins.
For anyone wondering, if you're a Mac user, the files go into a "hidden" directory, and then you must create a plugin folder within this yourself. To access the correct directory, exit to the Finder. From the "GO" dropdown menu in the top left, select "Go to folder ..." In the popup box, type " ~/Library/Application Support/ " without the quote marks. (The tilde is extremely important because this gives you access to Apples hidden library files.)
In Application support, look for a folder called com.turbine.lotroclient and open it. This is where you need to create a new folder called "Plugins" (without the quotes). You will see there an already existing folder called "PluginData" but this is not what you need so don't touch it. Also, if you want to run custom interface skins LotRO, make two more folders within com.turbine.lotroclient: one called "ui" and within the "ui" folder, one called "Skins".
Now you can go to lotrointerfac.com, browse the addons and skins and download any ones that look like you might like to try. Unzip them. Addons go into the Plugins folder and skins go into the Skins folder.
To activate your addons, Use "Manages Plugins button at the character starting screen of the game. To activate skins, Go to Options > UI Settings, then scroll down to Misc and you'll see a dropdown option to select different skins.
I type all this up in hope it helps someone. I spent literally weeks trying to find this infomation.
