Does this have something to do with my connection? The Launcher crashes after trying to connect to data centers.

I am not using a proxy.
Internet Explorer has the proxy setting unchecked.
Tried turning Avast to silent mode, game mode, and even off.
Tried google, lotro forums, turbine forums.

Would appreciate any help.

Your complete error isn't mentioned here[support.turbine.com]?

Most launcher errors are related to .Net 1.1 and most connection errors to firewalls. Haven't seen this error before but a quick search found the two links above.
If you are using Steam to launch, it may help to check the files.

If you are using avast! Make certain that you do NOT use "Web Shield."

If you scroll upwards from that article, you will find info on the Firewall ports.

(IE has nothing to do with your proxy settings. They are set in Windows Firewall if you have it turned on; or in avast!.

Thanks! It seem Avast was the issue, just didnt know it was the Web Shield!

Now if I could only fix this "checking dat files @ 77%....." I can turn on my proxy to finish checking dat files but it makes my internet slower.
