Is it secretly a VIP feature?
Because I cant find any information on that matter except one guy saying it in another forum.

There's nothing on the VIP page for lotro, nothing on the vip bonuses on the wiki
every source that says this is part of the expansion doesnt say its VIP only
The patch notes dont even say its a VIP only thing where its mentioned that they add it

So is it a VIP-only feature? or do I simply have to re-do all tutorials?

Or.. is it another item that I had to buy?..
(I know the "veteran status" item, but its just a one-time use item, thats not what I mean though. And its also under "character" and not "account" so it would only work on that character. Yet on youtube videos the option isnt greyed out so its an account thing.)

Or do I have to do something else still? (highest level is 94 and am in west-rohan story wise)

I completed all tutorials except for the bear guy, just went through the new one real quick, still the same.

The Tutorial is the part where you learn the Bare-Bone Basics of a the Game. The Intro is the stuff that happens in Archet, Thorin's Gate, the High Elf Intro and Mossward.

For Mossward and the High Elf Intro, they have the Tutorial + Intro combined so there is no Tutorial to be skipped with these.

As you stated, for this, it's the Veteran's Status LOTRO Store Item to get out of it. Otherwise if doing Mossward, you have to complete it to be done with the Tutorial/Intro.
