Edit - As I read my previous post, it sure did sound snarky. That wasn't how it was intended - apologies to you.
Since then there have been two Expansions (Riders of Rohan and Helm's Deep) plus numerous Patches, fixes, and additional modules -- nominally another 8 Gig-a-bytes.
Much of that "patching" is replacing large portions of previously downloaded material, not simply adding new material. The total on-disk game is now only slightly larger at approximately 23 Gig-a-bytes.
Yes, LOTRO is BIG.
