Need help with this game regarding text size.
All text in the game: menus, options tabs, items, quest text, maps, etc (except chat -which you can change) IS WAY TOO SMALL TO READ.
I am running 1080p 120mhz, ultra settings on a 27" monitor - things like items in bags are too small to read or see.
I found under the UI slider which increases on screen UI- but that does not change any text in the game, menus, quests, etc. This is not dmg numbers over enemies - but the game itself, like when you are given quests.

I have tried everything, and nothing works save putting the game in 1280x720p - then text is readable.

I sent a ticket in - no response yet.
the game is clear, with decent graphics, nothing blurry. Text is crisp and clean but literally font size 6pt or less. Unless my face is 4-6 inches to the screen at all times, it is very uncomfortable to read.
Other MMOs have something called global ui text size, or menu text size options - but I cannot find anything like that on this game. Anyone know a fix or what the problem is? And thank you for any help in advance.

if I good undestood your problem, you only have to go to option panel -> ui settings -> floating text size

There is no way to change the font sizes other than the chat window.

But I don't understand the problem; I play on a 23" 1920x1080 monitor, and I have no problems reading any of it.
On a 27" monitor, this would allow me to sit back another meter without the text becoming too small to read :-)

It could be that I have very good eyesight, or yours is very bad...

Do you have scaling set to something other than 100% in your graphics card's settings?

I feel your pain, OP. My eyes aren't perfect; I need 2.25x readers for most print. I play a lot of games, and have no difficulty reading text in most, using my reading glasses. But I've had a lot of trouble with the quest text in LOTRO.

The problem as I understand it is that LOTRO uses a bitmap font in most of its UI elements (the chat window being a notable exception), rather than a vector font. Bitmap fonts are fast and easy to manipulate, but they scale horribly. The UI scaling options in LOTRO resize the entire interface element, including any text it contains, causing the characters to become blurrier the farther you go from 100% in either direction.

After much experimentation, I've found the best compromise to be to leave the UI scaling at or very close to 100%, and to reduce my screen resolution until the bitmap font is readable. 1600x900 works well enough for me.

If you google "LOTRO font", you'll see that a number of other people have had the same problem. Unfortunately it would require a major engine overhaul to change, which probably isn't in the cards.

Good luck finding the right balance.

See above, where I wrote "the chat window being a notable exception"?

Unfortunately, the chat window is one of if not the only UI element that lets you set the font size. Quest windows do not.

The only control on text size in the game is the Screen Resolution.

I play on an iMac - 27-inch (2560 x 1440). in windowed mode which is just slightly smaller than the monitor size. This generates a "custom" screen reesolution.
The font issue described by santaDOg78 is correct - it's the reason why LOTRO does not (can not) support the Mac's Retina (high resolution) displays.

MY eyesight is perfect 20/20 with glasses but there is no way I plan to sit within 12" of a screen for hours on in, just to reed the numbers on items in your bags or quests instructions. The idea of dropping resolution to is also lame, why would I want the rest of the screen blurry just so I can read text easier.

Dropping resolution doesn't really make anything blurry; it just reduces your overall screen real estate. The visual difference between 1600x900 and 1920x1080 is pretty minimal in an eight-year-old game like LOTRO. Give it a try, you might be surprised. IMO older games sometimes look better at lower resolutions, because those are closer to what the designers used.
