But I don't understand the problem; I play on a 23" 1920x1080 monitor, and I have no problems reading any of it.
On a 27" monitor, this would allow me to sit back another meter without the text becoming too small to read :-)
It could be that I have very good eyesight, or yours is very bad...
The problem as I understand it is that LOTRO uses a bitmap font in most of its UI elements (the chat window being a notable exception), rather than a vector font. Bitmap fonts are fast and easy to manipulate, but they scale horribly. The UI scaling options in LOTRO resize the entire interface element, including any text it contains, causing the characters to become blurrier the farther you go from 100% in either direction.
After much experimentation, I've found the best compromise to be to leave the UI scaling at or very close to 100%, and to reduce my screen resolution until the bitmap font is readable. 1600x900 works well enough for me.
If you google "LOTRO font", you'll see that a number of other people have had the same problem. Unfortunately it would require a major engine overhaul to change, which probably isn't in the cards.

Unfortunately, the chat window is one of if not the only UI element that lets you set the font size. Quest windows do not.
I play on an iMac - 27-inch (2560 x 1440). in windowed mode which is just slightly smaller than the monitor size. This generates a "custom" screen reesolution.
The font issue described by santaDOg78 is correct - it's the reason why LOTRO does not (can not) support the Mac's Retina (high resolution) displays.
