The reason is the EU server tends to get quieter about 9pm/10pm. So if you play late at night then some of the other servers can be great as people who are getting home from work in the USA will log on and you will have more players from 10pm onwards.
Legendary servers cap the maximum level of the players to keep progress moving at a steady rate. It requires a constant subscription. I don't play with a subscription so doesn't suit me.
They are not classic servers as in it's not an older / original / whatever previous build.
What the Legendary servers are, are Fresh Start servers in that everyone is starting out at lvl 1 with no other characters or things in the bank to give them a boost.
Also in an effort to try and keep the population spread closer to each other, they have limits on the level cap that they raise every 4 to 6 months. That way players spend more time in the level brackets in the hope you see more grouping and playing of older raid content.
At some point 2-3? years down the road the Legendary servers will be at the same content point that the regular servers are at. At that point they get shut down and players can transfer their characters to normal servers. Mordor in the EU will be treated different and they've said it'll keep running past that point as long as it keeps bring enough money in to justify keeping it running.
Are Legendary Servers a good place to start? Yes and No. Yes in that you'll see more players at your level so have more of a mmo experience. No in that you have to keep a monthly sub running to play on it. No pay, No play so you're asked (in your case) to spend money on a game you may or may not like in the long run.
Warning for New Players... Angramar has Elite Wraith attacks randomly after combat, and they are uber powerfully hard to beat.
