I downloaded the game via Steam (although the game's launcher still downloads updates). And when shopping in LotRO Shop, I have only one option: "pay with Steam".

As I understand it you haven't done anything with your account for awhile. * A few years back SSG zero'd out all passwords on accounts that hadn't been played in over 2 years as an anti-hijact feature.
Those accounts need to email SSG (option #2 above) and tell them the account name, server, 1 of the characters associated to the account. Your name & email and optional any CC used to pay for stuff on that account.
Once they know it's your account, they'll send you a password so you can log in and then change the password to whatever.
I've done both methods just since the transfers started.
