The main thing you need to know is that there is a minimum number of players to form a kniship. You have a week or so to get a total of 8 members sworn in. If you don't, your kinship is disbanded. That's not particularly difficult if you have alts, so you can certainly accomplish it with just two people. Once your kniship is formed, all you need to do is wait. As your kin gets older, you unlock more and more perks.

If you are asking more about how to build the playerbase of your kinship, that's a very different question. Having led one through several games for (good lord, has it really been?) 13 years, I can tell you that bigger isn't necessarily better. The biggest your kinship would ever need to be to do the content in LotRO is 24 for some of the biggest raids, but even a kin as small as 6 people can do 90% of the available content. Set some ground rules for how you want to recruit, what the standards are, and who gets to do the recruiting. For example, my only real rules are that recruits write in complete sentences (I can't stand reading Internet shorthand) and that whoever recruits the new person introduces him to the rest of us. Your policies will likely be different, but it's important to have them. I would also suggest that you be prepared to fail. There are a lot of existing kins out there and unless you have a few friends lined up, you may not be able to get enough people fast enough to make your kin viable.

The "automatic disbanding" is being changed with update 13 (April 14) --
According to the preliminary release notes (still subject to change)
"Kinships are no longer automatically disbanded for not having enough members."

Okay thanks but my problem is that my kinship can't get enough people in the week. What are alts?

1- alts -- each f2p account can create up to 3 characters -- other classes of players can create more -- these are called "alternatives to your Main character"

2- Wait till the 14th and then you won't have a problem with recruiting

It's usually best to get the people before creating the kinship.

SO get about 5-8 people on steam and get them to go out and help me with my kinship. Or is there another strategy I could use? I know valmar said by the 14th that the disbandment will be taken away I can't wait.

One way would be to advertise in the official Forum Thread for that Server (at {LINK REMOVED}.

The "more common" technique is to spam OOC or GLFF with "adverts." Depending upon they type of player you are attempting to attract, that technique is not necessarily effective.
("Serious players" have a gereat tendency to turn-off or otherwise ignore those two channels.)

Note that while OOC (whatever that means today) is a default chat channel,
there is no GLFF chat channel by default.-- you have to "join it"

I don't want to downplay your ambitions, but if you are having trouble reaching the 8 character minimum, that's going to be a serious long-term problem for you. You can reach that magic number with 2 accounts, no problem (seeing how you have to have both the inviter and invitee online at the same time). If you can't manage that, then you aren't really offering potential members much. You won't have enough crafter diversity and you won't be able to do much group content. Further, what Valamar says about the quality of people you are going to attract is spot-on. Most likely, you'll end up getting very needy people straight out of the starter instances who have no idea what they are doing and may not even play more than another day or two. Establishing the kin and then recruiting people is backwards to what you ought to be doing. Get 4-5 people lined up, then form the kin. If you can't track down that many people, then I'd suggest you put your plans on hold and join someone else's kin.

Edit - Have you considered why you want to start your own kin and what will set you apart from everyone else?

I am going to get a team together before I start and I need to take my currency cap off too I have got to do a lot before I start my kinship. I am going to make sure I get a team together I am going to be diffrent because I want my kinship to be small and stay small not be big and continue to grow I just want a small community of people and stay in touch with them all the time. (terrible puncation sorry)
