Has anyone added any hair mods to this game or any mods beauty mods?

Hey has anyone tried to add hair mods or beauty mods to this game? I looked on steam and couldn't find anything. I have one hair mod I made for Skyrim do you think it would work as a plug-in on this game? If so how do I do it?

You cannot use mods for Lotro as you would for single-player game, simply because it is MMO. No changes to models, no new items, no cosmetics etc. Basically, what you can change, is user interface, that you yourself see on your screen.
I do recommend to check http://www.lotrointerface.com/downloads/index.php , that site hosts many currently aviable plugins for Lotro.

LOTRO has a very limited (i.e. heavily restricted) Lua API.
This is mainly because of Licensing restrictions imposed on WB/Turbine by the Intellectual Property (copyright) holder SZC. JRRT sold all of the Rights to both the Hobbit and LOTR while he was still alive. Anything which appears in the game (i.e. is visible to anyone other than the individual player) must be approved by SZC.
