Go into your lotro folder look for the file client_surface_aux_1.datx o believe thats the one and delete it.Then start the launcher again let it patch up again. if thats the same issue i had anyways.

Thanks Rammur, this did the trick for me.
I had this problem too. Here are the steps to fix it. Find the LOTRO icon on your desktop and right click. Find the icon that says Open File Location and click on it. In the file find all folders that end with the DATX file extension and delete them. Run Steam Client or the LOTRO download link and install the patch then restart your game to fix the error. Hope this helps everyone.

I know this is a two year old Issue but I'm now getting the same thing and I deleted all of the files you all said to delete but the the launcher just downloaded all the file back into the game and I'm receiving issue once again. Anyone know anything else to do.

check firewall and antivirus settings:
https://help.standingstonegames.com/hc/en-us/articles/115015989067-LOTRO-Firewall-Help

have enough disk space?
no file system problems?

try the repair option in the lotro launcher works for some people.

some logs in folder c:\users\yourid\app data\local\the lord of the rings online
might have something helpful.

some steam users cannot install the game thru steam but installation works downloading directly from the lotro web site (even though its the same update process).

same problem happened to me last summer - deleting the problem file mentioned in the log worked.

might be something in here useful:

The LOTRO launcher has a Repair button that can help with that. Look in the Options on the launcher when you first start it.
Otherwise read this thread > https://steamcommunity.com/app/212500/discussions/0/1743343017631437595/

Anyone having this problem - check "cheshirm" comment above, especially the Log part. It should be stickied as a solution to this problem until the developers fix it!
