It's an alt beginners area for players that have gone through the actual tutorial areas a gazillion times.
Before the Shadows quest pathing will take your new character through or near higher level areas. The base game tutorials are designed such that as you level you move into / through appropriate level areas.

Is there a way to play the Before The Shadow with our current classic story characters?
Sure, just go to Mossward.
Run to Herne in Cardolan (from the Shire is easiest if you're low level, there's a zone transition where it says "To South Farthing" on the map) and get a horse from Herne to Mossward. You will already have the Mossward stablemaster unlocked.
If you have swift travel unlocked you can get swift travel to Mossward from a few places, including Bree.
This is not true. Before the Shadow contains a new tutorial area which starts the same way as the other areas: With a small story instance to get you used to the basics of the game and then puts you into Swanfleet, as an alternative starting area for levels 1-15. It has everything the other areas have, including crafting tutorials in Lhan Ganath. The Before the Shadow Books, 1-3, basically replace the corresponding books of the core game and end with you travelling to Imladris, where the storylines merge.
